Which one is the cheapest and best web hosting service provider?
I worry when someone says cheapest. All you want is value for your money. We have always used 1%26amp;1 (two years) and have been completely satisfied. (other people have rubbished them)

It might help if you were more specific about what "best" means to you. Do you want (need) lots of support setting up your site? Do you want timely response to an incredible number of hits? Do you want listing with many of the search engines (Google, Yahoo?) Does "local" or "premises" mean anything to you?

Second, though you will always have to pay for your domain name, it's usually pretty reasonable. Less than $11 a year.
When your domain name is separate from your hosting, you can start off with a low-cost (or free) service, and then simply point your domain name to a different web host that can handle more traffic when your site becomes a hit and all your visitors are throwing money your way.
For example, you could start by pointing your domain name to a FREE hosting account (and with no advertisements, either)...

That's what I usually recommend to my clients that are just starting and are on an ultra-low budget. Start with free, but one that gives you the proper tools to make regular backups of all your work. Then, when your site becomes too popular for the free host to reliably handle all your traffic, put the paid hosting in your budget (hopefully you've planned potential revenue sources for your site, to help leverage the cost if not for full-time income).
